UP RERA, Uttar Pradesh’s real-estate regulator, has so far recovered about ₹1,410 crore against 5,700 recovery certificates issued. Between August 2023 and 15 July 2025, ₹861 crore was collected from 3,053 cases—roughly 61 percent of the total amount recovered.
Apart from direct recovery handled by district magistrates, RERA has also settled nearly 1,650 recovery certificates through mutual agreement between builders and allottees. Through its Conciliation Forum, another 8,500 cases—worth an estimated ₹3,320 crore—have been closed, mostly relating to refunds and possession.
RERA Chairman Sanjay Bhoosreddy said monthly reviews with district magistrates and sustained pressure on defaulting promoters have accelerated recoveries. Before new project registrations or expansions are approved, builders must first settle outstanding allottee claims.
The central government has praised UP RERA’s recovery model. Discussions continue with district magistrates to refine the strategy so that every allottee receives the benefit of RERA’s orders.
Altogether, claims worth ₹5,180 crore raised by 15,850 complainant-allottees have been resolved either through recovery, mutual agreements during RERA-bench enforcement proceedings, or conciliation.
Year-wise recovery:
– 2023 – ₹380 crore
– 2024 – ₹463 crore
– 2025 (till date) – ₹251 crore
By the same period in 2024, only ₹244 crore had been collected.
